Thanks Craig.  I looked at their site and it looks like it will do what 
I want.  I wanted most people to get the default "leave a message".  I 
also would like a select few people on my blacklist to get "the number 
you dialed is disconnected".  It looks like VOCP system will do this.

It's been about 6 years since I had anything to do with a modem so I 
know to get a voice modem, but beyond that I'm lost.  Any ideas?
