You can get T1s pulled anywhere.  But I'm guessing you want a bit more than
that.

I know a guy that works for a co that does dark fiber, he'd probably know.
Buts hes unavailable for a few weeks.  

When I hear from him next, I'll ask if they have maps of the active fiber in
the area.  Having to trench is not a good thing.  Also nice to be at a
location that has two separate fiber rings so you're not tied to one upstream.

Of course, that requires a real network engineer to setup the routing.
