Port 25 outbound IS blocked for me.  I have another SMTP provider and 
cannot connect to them.  I can get my POP & IMAP email from them, but I 
can't send email except to Cox's own server.  I've also tried connecting 
to port 25 on my server at home from work, and no go.  Any other port, 
other than 80 & 25, works fine for me.
