I recently installed xine on a FC4 system I have at work.
I believe for FC4 you need:

xine xine-lib 

optional:
xine-skins

The odd ones:

libdvdcss
libfame
libXvMCW


If you use Yum, and point it at the FreshRpms repository it
should grab all the dependencies including those odd ones
above.

To add freshrpms to your yum repositiry lists do:

rpm -ihv \
http://ayo.freshrpms.net/fedora/linux/4/i386/RPMS.freshrpms/freshrpms-release-1.1-1.fc.noarch.rpm
