Are you trying to change perms on the device or the files?
This will try to change perms on the partition device under whichever
linux you are running at the time.  I'm betting This will not accomplish
what you want.

You probably want the same users to have the same rights under each OS
so you'll need to synchronise the users in each distro.
Ex.
  clay is uid 1003 in Sabayon and should also be 1003 in Ubuntu

check /etc/passwd for each distro.  Then you'll need to change the file
perms after changing UIDs.

Now when you mount the filesystems from one OS under another the files
are owned by the proper users.
