Open SOurce control panel?

Yeah, I've used webmin, and I like it a lot. It doesn't really lend itself
to this particular environment, tho.

What I want is for a machine with, say three domains hosted - foo.lan,
bar.lan and baz.lan. I want to be able to have an admin@foo.lan who can
only modify e-mail, web site, and user account settings for foo.lan. Then
admin@bar.lan can modify bar.lan, and so on.
