My experience with Dia is that it allows one to draw vector graphics 
that represent logic circuits, but it neither allows one to analyze the 
picture as a logical circuit nor does it save in a format understood by 
logical circuit analyzers.

It is pretty fun, though.  While I prefer xfig, I am by no means an 
expert on this subject.
