If you are going to create an open source 'version' and not actually
make the software open source, likely you will have a hard time finding
people willing to contribute.  Generally it has been proven that
projects that release only an older or crippled version under the open
source umbrella dont garner much outside support, for obvious reasons.

Generally Free Software is developed by doing, not by committee.  If you
have what you feel is good software others might enjoy/benefit from.=20
Setup a project and release it.  The public will quickly let you know if
they are interested.

Location is of no concern in the free software world, generally speaking
they span nearly every continent and multiple languages.  In fact, most
of the projects I work on the number of American developers pales in
comparison to the number of non-American developers.

Certainly you could host on your own, but you might to take advantage of
Savannah, Sourceforge or the likes that have some built in
infrastructure for these types of projects to rapidly get started.
