DSL ISP: 640K/640K, dedicated IP, servers allowed - Recommendations?

What I mean is that for $50 in Atlanta, everybody gets 1.5Mbps, DTV, BellSouth, Earthlink, etc.  All fed from Bellsouth and Covad.  

DirecTvDsl was the only one for static IP that was reasonable.  There was no hardware to purchase as well.
As for hosting ILS, thats something I wouldn't want to host anyway unless you had at least 1.5M upstream and I can usually use a company I work for to host it for me.

What I don't get is that for $50 here, you get 640K.  For $80 to $100 a month, you get 1M.  For $200, you get 1.5M.  And those prices are pretty much dictated by Qwest.

Now this market has vDSL which I can't get where I live but most of that bandwidth goes for TV anyway.

I'm not knocking Phoenix because I love it out here and hate Atlanta with a passion.  I just don't get the cap on bandwidth.  I'll gladly live with 640k for $50.
