Mozilla has a _really_ nice option in the Preferences|Advanced|Scripting
page that allows you to control what scripts can and cannot do. Two of those
options that you would want to disable are the "Allow scripts to raise/lower
windows" and "Allow scripts to open unrequested windows" options. Note that
there is a third option you can turn off called "Allow scripts to open URLs
in another window", though this would completely diable the ability to use
popup windows on sites that use them for legit purposes.
