The quote came originaly from a PC Magazine article. I found it in Andrew 
Schulman's Unauthorized Windows.

Popping the first sentance into Google turned up some sites as well. 
Includinging this one http://128.253.200.17/eric/ms.qt.html which has some 
juicy quotes such as:

"There are no significant bugs in our released software that any significant 
number of users want fixed. . . . If you really think there's a bug you should 
report a bug. Maybe you're not using it properly. Have you ever considered 
that?"
