Time setting in Mandrake 8.2

Hi,

I loaded and set up Mandrake 8.2 beta 4 on my machine.
It is a pretty bare load cause I only have a 2 gig 
drive to mess with.  I just noticed that the time 
is EST.  I know where solaris gets it's time setting
from, but Mandrake's got me.  Anyone know?  Also,
Mandrake moves the audio devs to /dev/sound, but I'll
be darned if I can get a regular user (in the audio 
group) permissions to dev/sequencer?
