It's interesting that most everyone infers a possessive in the phrase
(i.e., a group belonging to one or more users). Another way to see it
would be simply as a 'group of users, in which case "Phoenix Linux Users
Group" is exactly right (i.e., a group of Linux users from Phoenix).

And doesn't it really all depend on what the meaning of "is," is?
