xstartup works for me.  The last line of mine just states 'twm &', which
is admittedly boring but low resource and so is fast for running
remotely.

You can also login into the remote machine.  I comment out the xstartup
file completely and run the following:
vncserver -depth 8 -geometry 1400x1050 -query <host>
