If you are simply looking for help with permissions looking into `man chmod` 
(or type '#chmod(1)' into konqueror).  The best method is to create a "group" 
that can use the device, and then add yourself to that group.  I would say 
that it would probably be safe to simply add permissions to the "other" 
category, though.

Something like:
chmod o+r /dev/hdc (or whatever device it is)
