I figured out how to fix this, here it is if anyone has the same problem.
Under RH 7.1 at least, you have to disable libwrap for linuxconf in xinetd.
So in the linuxconf-web config file I added "flags = NOLIBWRAP". And it
works!

Subject: Linuxconf problem

Hello,

Hoping someone can help with web access to linuxconf. When I hit port 98 for
linuxconf, I get a page not found error and these messages show up in my
logs.

Jan 3 21:09:35 linux xinetd[8199]: libwrap refused connection from 0.0.0.0
Jan 3 21:09:35 linux xinetd[8200]: warning: can't get client address:

argument
Jan 3 21:09:35 linux xinetd[8200]: libwrap refused connection from 0.0.0.0

Jan 3 21:09:36 linux xinetd[8186]: linuxconf service was deactivated
because of
 looping

I am connecting from an external system, I don't know why it is registering
as 0.0.0.0. Anyone have any ideas?
