The mentions at least two possible candidates. See section 3.6.

I assuming you want more beyond subscribing and unsubscribing, which can
be handled with "mailto:" strings.  (eg
mailto:smartlist-list-request@smartlist.host?bcc=smartlistadmin@elsewhereon.net&subject=subscribe&body=I%20am%20subscribe%20to%20list%20from%20the%20web%20page
