You may hate RMS all you like, but please do not spread baseless FUD.  
RMS, FSF and GNU have long actually even SOLD (yes they sell free 
software) cd's specifically for the windows operating system.

Further more emacs21 has been available for sometime.  Directly from the 
FSF and GNU.

More importantly you can get vim for windows. There is even a version to make it act more like a windoze app. Called Cream (http://cream.sourceforge.net/).
