X11 through OpenSSH problems

So - I am assuming that:

"bash# env | grep DISPLAY" does not say "DISPLAY=localhost10.0", and a
"bash# netstat -nap | grep "60[0-9][0-9]"" doesn't show anything?
Most likely the box doesn't have some X related files it needs.  I have a
box with the exact problem, but haven't tried figuring it out (it only has 1
X based program on it...so why do I need a DISPLAY).  I'll poke around and
see what I can come up with.
