obviously - they are thinking that it is a method by which they can
prevent a member from voting more than once and that only members vote.

I think the discussion is whether it is a bit over the top. Sometimes
they forget that apathy reigns supreme.

but to answer your question - I'm gonna take a guess at this - gpg is a
derivative of the PGP / Pretty Good Privacy / public and private key
encryption method
