qwest dialup problem problem

he is using qwest dialup under gnome im getting a full messeges report =
... apparently from what it is happening it is dialing up and failing at =
the end ... with an error about ip address being bad, Im not sure if =
its a permission problem or no cuz being system it may require root priv =
to be able to dialup ....
anyone ???
