Well in my case it took a new CD drive.  Got 7.0 upgraded to 7.2  Now I just need to figure out some of the settings that did not carry forward like the graphical login for the system/Gnome.

I had the same problem last week on RH 7.2, I ended up doing a hard
reset, wiping the partitions and starting over and it worked fine. I
chalked it off as a cheap cd drive.
