Downloads being stopped?

Hello,
	I am running an apache server on linux and I recently noticed that when
downloading a file from a web page on the server, the first 300-500k comes
real fast, then the process seems to bog down real bad, but does eventually
finish? Any ideas what is causing this? I am using ssl, if that could be the
culprit? Thanks.
