Jim,

It is held, this means that it is currently being held by a committee. In
this case there are three. They are: House Commerce and Economic Development
Committee, House Rules Committee, and House Energy, Utilities and Technology
Committee. Since there ha been two readings in the house, this means that
the bill has been introduced. Each committee must then work on the bill.
From my understanding held means that the committees are reviewing the bill
and it is not ready to go on an agenda yet. This can happen at any time.

All I can find on ALIS is that HB2041 is currently held in the Committee
on Energy, Utilities, and Technology (EUT).
