tcprules & a subnet

I used the term "smack dab" as a figure of speech. I have tried
the format 1.2.3.4/27 but it failed. 255.255.255.224 is my mask,
I have tried 1.2.3.4/255.255.255.224 and the above with no sucess.
Am I missing something here?
