At first I was gonna say that anybody should be able to write to /var/tmp,
but I think you meant the user 'nobody' should be able to write to
/var/tmp, which is true :).

$ ls -ld /var/tmp/
drwxrwxrwt    3 root     root         4096 Sep  5 16:43 /var/tmp/

The sticky bit and file perms provide security.

Having one dir and one user for php scripts is likely to be a problem,
though.
