To the best of my knowledge the security of Windows 9x was set up so poorly 
in terms of security there is no way around this.  Here is some info you 
should be aware of.   If you do not log onto the Domain network resources 
to an NT Server will be denied.  The idea is basically to allow a "guest" 
to log on but you won't have any resources available.

You may want to look into poledit.  I think this may do what you want.
