Heya,

Sounds like maybe the cable either is too long, or has interference
somewhere along the way.  Have you evaluated the length is below 300 feet
(or approx)?  Maybe try performing some cable tests to see if the signal is
reaching each end.  (just to make sure the cabling isn't an issue.)

I had an issue like this, but a little different when I worked on the east
coast at an ISP.  Turned out that the port on the router (Cisco) wasn't
configured properly to communicate with our 3-Com switch, and I had tried
everything including just ripping all information from each port and going
bare 10mb.  Maybe get one of the guys responsible for the catalyst (or is
that you? ;) ) to run through the settings on the port again with you along
with your going over your end with him/her.
