Lilo Issues

I might be totally wrong on this, but if I remember correctly there are a
lot of scsi controllers that will only boot off of the first 2 devices.
Other than that, everything you got in your lilo looks a-ok.  Try swapping
your sdb and sda and see if you are able to boot after that.
