No.

Once you've installed everything they need, there's no need to give
them root access.

If it's likely that they're going to be building their own development
tools for some reason (maybe they need specific versions of gcc,
binutils, etc), you can create a shared area that they both have write
access to (for installation of said tools), but this will not require
that either one of them have root.
