cannot keep a LANG variable on SuSE 6.3

I have installed Sybase ASE on my SuSE, and have had a heck of a time
trying to keep the LANG environment variable set for all users. I need
LANG=C, but it seems everywhere I turn it isn't set. I've commented out
a couple of lines where it unsets the LANG variable, but I'm afraid I'm
missing it somewhere. Could someone give me some general pointers?
