bcp equivalent for PostgreSQL

I have a CSV file and an XML file, both containing the same data, that I am
trying to put into a PostgreSQL table. I have scoured the documentation but
there doesn't seem to be any kind of bcp-equivalent function to use. 

How do I get this data in? Do I use some xml libs and try to parse the file
in, or do I parse the CSV file into individual SQL statements? Any ideas
would be appreciated.
