I  believe you are right.  I was trying to write an explanation and got myself all confused, so gave up.  So, thank you, yeah, I was lead to believe that PAE would address that.

Which is a 64-bit instruction set. So it should be good. Regardless, if this was not a 64-bit cpu wouldn't pae address that? Or does that require 64-bit instructions also? I thought pae was specifically for that type of scenario?
