If she has a cell phone and cellular service, she probably has a web connection - most phones can become a personal hotspot for laptops or tablets.

If they are saved in chrome or Firefox you can just sync to your gmail or Firefox account to get the passwords over.

On a side note she asked if there was a way to copy her saved passwords. I told her that there might be a way to do so if she wanted to remain a windows user but that most likely she would have to change her passwords if she turned to the light side of the force.
